The Illinois House has passed a resolution endorsing the idea of switching to a graduated income tax.

Switching from flat tax would require a constitutional amendment. The earliest voters could consider that would be 2020. Currently all residents pay 4.95 percent.

The resolution does not give provide specifics on what earners would be taxed at what rate.

Representatives Terri Bryant, Jerry Costello II, and David Severin voted against the resolution. Representative Natalie Phelps Finnie voted for it.
