Pension Debate

House Speaker Michael Madigan credits a seldom-used legislative practice that breaks up complicated bills into little pieces as key in helping lawmakers chip away at the mega problems of pensions and guns.
But some Republicans say the method was directionless and hasn't produced a comprehensive bill yet.
The idea for the so-called Weekly Order of Business was to make lawmakers accountable on each aspect of a bill and allow more time to debate instead of waiting until the session's end. The House approved three separate pension plans, but rejected a plan last week to legalize concealed carry, which a court has ordered.
The weekly time on each issue began in February but has ended without much explanation.
