Governor Pat Quinn faces big expectations over how he will address Illinois' disastrous finances when he delivers his State of the State speech Wednesday at noon.
The speech will set the tone for the year ahead, but CEO of the Illinois Policy Institute John Tillman says not to expect much follow-through from the Governor.

"Something needs to happen, but given what we've seen from previous 'State of the State's' from the Governor, I'm afraid what we're going to see is a lot of rhetoric and little action," Tillman says. "I think the leadership is going to have to come out of the General Assembly (in regards to pension reform)."
Tillman spoke at the SIU Student Center yesterday about the state's finances.
