Norman Dwayne Risley, 53, was charged Thursday after a complaint that he harassed a woman under the age of 17 whom he paid to clean his house.
When Sesser Police showed up to Risley's house to arrest him last week, they found several explosive weapons, illegal knives and semi-automatic weapons.
A dozen residents evacuated the building while a bomb squad from the Illinois Secretary of State's office secured the area. Everybody was safe, and now Risley could face federal charges.
He is being held on $750,000 bond.
